Second, explaining the text. The meaning is: the arising of a kṣaṇa is itself non-arising, because it lacks intrinsic nature. 'If not…' clarifies by the contrary, meaning that if a kṣaṇa were not non-arising, it would possess intrinsic nature. If it possessed intrinsic nature, it would not wander in transmigration; now since it does wander in transmigration, one knows it lacks intrinsic nature, and is therefore non-arising. 'For this reason…' concludes. Because a kṣaṇa is thus non-arising, one who accords with non-arising sees the kṣaṇa. This is analogous to the preceding four marks: because all thoughts are free from thought. For this reason, only one who attains freedom from thought can awaken to the fact that the four marks are solely the One Mind.
