From "Therefore..." downward is the second part, concluding the intention. As the text says: "What is called 'dharma' means the mind of sentient beings"—this first reveals the essence of the dharma. Next it says: "What is called 'meaning' has three kinds," and so forth—this subsequently reveals the doctrine and principle. Within the Mahāyāna there are only these: the dharma and the meaning. Now, since both the dharma and the meaning are set forth together, nothing is omitted; hence it says "the meaning is complete."
