9.35

"Ten faiths" are the ordinary beings outside the kalpa. Generally speaking, "ordinary beings" extends throughout the stages prior to the bhūmis. Here, since they are already capable of halting evil, they are not of the confused type who have not yet awakened to afflictions, nor are they from the ten abodes upward; being precisely within the indeterminate group, it says "ten faiths."
