Next, the third section differentiates their characteristics. Within this, there are in detail three sections of differentiation: first, differentiation of general and particular; second, differentiation of broad and narrow; third, differentiation of long and short. Regarding general and particular: the first power is both general and particular; the remaining nine powers are uniquely particular. Comprehensively subsuming the nine, all are embraced by right and wrong, hence the first is general; within it, the remaining nine powers are differentiated particularly, and what is not subsumed by the remaining nine still remains in the first power, hence the first is particular. Just as among the twelve divisions of scriptures, the sūtra division is both general and particular, while the rest are solely particular, it is similar to this. Subsuming all divisions, none fails to become a sūtra, hence the first is general. Differentiated particularly according to meaning into the remaining eleven divisions, what the remaining divisions do not subsume still resides within sūtras, which is spoken of as particular. It is also like the three clusters of precepts: the first, the precept of restraint, is both general and particular, while the other two are solely particular. Comprehensively subsuming the three clusters, all are embraced by restraint, hence the first is general; particularly differentiating the other two, what the others do not subsume still resides in restraint, hence the first is particular. This is also like that (this completes the first section).
