This dispels delusive attachments. "Arise" refers to the fear of the deluded calculation: "Identity is not samādhi and wisdom, but samādhi and wisdom arise within identity." Below, it dispels this by saying, "where there is designation there is no identity," meaning that if there are the two designations of samādhi and wisdom, grasping characteristics based on designations, then it is not identity. As for "if the designations arise outside of identity," this means that the two designations of samādhi and wisdom emerge distinct from identity. Below, it refutes this again: "the designations do not pertain to me." "Me" refers to identity with non-being. For prajñā that is without attainment, how could there be designations of samādhi and wisdom arising separately outside of identity with non-being?
