Fearing that upon hearing that real wisdom is outside phenomena people would say that there is realization of emptiness outside of being, it is therefore said that "it has never been without phenomena." This means that right within phenomena one sees the real. The Awakening of Faith says: "Because all phenomena are entirely real." Also, fearing that upon hearing that upāya-jñāna is beyond the world people would say that it does not transform beings, it is therefore stated thus. This means that dwelling in the world without defilement is itself being beyond the world.
