Manifesting a body is called responding; responding only after an evocative resonance, the sage does not deliberately act. Manifesting supernormal powers and preaching the Dharma is called granting; doing so in reliance upon capacities, the sage does not initiate. Granting is acting, pronounced in the level tone. When the *Treatise on the Awakening of Faith* explains the greatness of function, it states: 'The ultimate truth has no conventional truth; it is divorced from initiating action, merely benefiting sentient beings according to what they see and hear,' and so forth. 'Not...' contains two meanings: first, because it is the greatest and vastest, just as when the realm of sentient beings all elicit an evocative resonance at one time, it also universally responds at one time. In the greatness of this response, nothing is greater than this. Granting is analogous to this. Second, forgetting the marks of vastness and greatness is also called 'not,' as explained below.
