Seventh, regarding differences in transforming sentient beings: The World-Honoured One's three wheels can transform the sentient beings of the three realms, because the Bodhisattvabhūmi states that the buddhas' superknowledges take all realms and all sentient beings as their sphere; the meaning for reading minds and admonition is definitely the same. The three of the two vehicles transform the desire and form realms, because the Bodhisattvabhūmi states that a śrāvaka's superknowledges take two thousand realms, and a pratyekabuddha's superknowledges take three thousand realms, as their sphere. Reading minds and admonition likewise correspond to them. Horizontally their transformations are thus; vertically above and below should be considered accordingly. The World-Honoured One's three wheels can transform the five destinies, such as emitting a wondrous light that illuminates Avīci Hell, and expounding dhāraṇīs so that those in hell come to listen; yet oppressed by suffering, they have no leisure to cultivate. Those of the two vehicles cannot transform them; they can reach four destinies, because their authority and power are inferior; horizontally they transform the four forms of birth. Beings in small mountains and the like are all subject to transformation; however, this excludes the northern continent (Uttarakuru), because although the World-Honoured One went there, they did not accept transformation. The World-Honoured One's three wheels can transform the three vehicles; the three of the two vehicles transform their equals and those below, not the higher vehicle; ordinary beings (pṛthagjana) can be transformed by them. Sentient beings with [buddha-]nature are all transformed by the three wheels; sentient beings without nature can be approached with the three wheels, but cannot attain the fruit. Therefore the sūtra says: 'Although they may give rise to the mind [for bodhi] and diligently cultivate vigor, they can ultimately never realize unexcelled bodhi.'
