Fifth, regarding those in the three vehicles who can generate [the miracles]: those in all three vehicles generate the three miracles (prātihārya). Fascicle twenty-five of the Śrāvakabhūmi states: 'That is to say, an arhat possessing the eight liberations (vimokṣa), dhyānas, and so forth definitely has great capability and possesses great power, being well able to manifest the three miracles, instruction, and admonition for others.' Therefore we know that pratyekabuddhas can also manifest them. One must be liberated both ways (ubhayatobhāgavimukta) before generating these three; hence there are those practicing in the Sarvāstivāda school who cannot generate them. Moreover, the three miracles are indeed the three superknowledges (abhijñā). The Bodhisattvabhūmi states: 'The power of the superknowledges of the buddhas and bodhisattvas and that of the two vehicles have shared and unshared aspects, briefly owing to three characteristics: First, because of their subtlety: the buddhas and bodhisattvas truly know the innumerable classes of sentient beings and their expedient means and beneficial matters, with nothing they are unable to do. Second, classes: they are fully endowed with all classes of powers of the superknowledges. Third, worlds: they take all worlds and all sentient realms as the sphere of their superknowledges. A śrāvaka takes only the sentient realms of two thousand worlds as the sphere of their superknowledges; a pratyekabuddha takes only three thousand worlds as the sphere of their superknowledges. Because they cultivate correct practice only to tame their own single person and not all sentient beings, at the very maximum they take only one world realm as the sphere of their superknowledges.' Most teachings state that pratyekabuddhas mostly transform beings through superknowledges, śrāvakas mostly explain the Dharma through reading minds, and buddhas mostly admonish through the exhaustion of outflows.
