1.44

纏自現行，眠目種子。謂此識於初地初心，猶有俱生煩惱，所知種、現以未純無漏故，又非恒在雙空觀故。

'Fetters' refers to active manifestations, and 'seeds' designates seeds. This means that at the initial mind of the first bhūmi, this consciousness still possesses innate afflictive and cognitive [obscurations], both seeds and active manifestations, because it is not yet purely taintless, and also because it is not constantly engaged in the contemplation of twofold emptiness.
