華嚴一乘教義分齊章 1.69

1.69

是諸教下所明義理交絡分齊，準此思之。是則諸教本末句數結成教網，大聖善巧，長養機緣，無不周盡，故此經云「張大教網，置生死海。漉人天魚，置涅槃岸。」此之謂也。

The demarcations of interweaving principles explained under these teachings should be considered according to this. Thus, the propositions of the root and branches of the teachings form a net of teachings; the great sage's skillfulness nurtures capacities and conditions without failing to be completely comprehensive. Hence this sūtra says: 'He spreads the great net of teaching and casts it into the ocean of saṃsāra, straining out the fish of humans and celestials and placing them on the shore of nirvāṇa.' This is what it means.
