二、不退位者，依《佛性論》，聲聞至苦忍、緣覺至世第一法、菩薩至十迴向，方皆不退也。當知此中聲聞緣覺非是愚法，是故皆是此始教中三乘人也。亦可菩薩地前總說為退，以其猶墮諸惡趣故，如《瑜伽》云「若諸菩薩住勝解行地，猶往惡趣，故此盡第一無數大劫。」如是等也。

Second, regarding the stage of non-retrogression: according to the Fo xing lun, the śrāvaka reaches the patience regarding suffering, the pratyekabuddha reaches the highest worldly dharma, and the bodhisattva reaches the ten dedications; only then are they all non-retrogressing. One should know that the śrāvakas and pratyekabuddhas here are not foolish regarding phenomena; therefore, they are all persons of the Three Vehicles within this initial teaching. One may also say that before the bodhisattva stages, it is generally spoken of as retrogressing, because they still fall into the various miserable destinies, as the Yogācārabhūmi says: "If bodhisattvas abide in the stage of adhimukticaryā, they still go to the miserable destinies, and this exhausts the first immeasurable great eon," and so forth.
