The first is distinction in time: namely, this One Vehicle is definitely preached at the initial time during the second seven-day period, like the rising sun first illuminating the high mountains, and so forth. Hence the treatise states, "This demonstrates the supremacy of the Dharma; therefore it is preached at the initial time and in the supreme place." If so, why was it not preached during the first seven-day period? It was due to contemplating conditions, practices, and the like, as explained in the treatise. Furthermore, because this is precisely the Indra's net of time and so on, it immediately subsumes all times. Whether before or after, each consists of inexpressible kalpas, spanning the past limit and future limit, and all are subsumed within this single time. The Three Vehicles and so on are not like this, because in following along with the appropriateness of capacities, their time is not fixed. Being either before or after, they also do not gather all kalpas into a single time, and so on.
