First, "unobstructed pervasiveness of function" means that in the aforementioned thought-moments, kalpas, lands, atoms, and so forth, Rocana Buddha manifests the boundless karmic functions of his dharmadhātu body-cloud, spreading across each atom, land, thought-moment, and kalpa as above; in the deportment of gathering sentient beings, he manifests either the eight aspects, or forms of the three vehicles, or bodies of the five destinies, or sense realms of the six dusts. The clouds of bodies are distinct, the names are not the same, and the karmic functions are multifaceted and impossible to fully describe. The "Section on the Buddha's Realm" in the Avataṃsaka states: 'Within a single atom, Rocana Buddha displays multiple avenues of deportment equal in number to the subtle atoms of ten Buddha worlds in order to gather sentient beings; as with one atom, all atoms are likewise; as with one Buddha, all Buddhas are likewise.' Therefore we know that manifesting bodies according to capacities is thus endless, inexhaustible, and ineffable. It also says: 'Just as the Buddha is seen sitting on the lion throne here, so it is in all atoms.'"
