二、周百億者，謂盡此娑婆百億閻浮覺樹王等，同時俱說。

Second, "pervading the ten billion [worlds]" means expounding it simultaneously and collectively at the kings of Bodhi trees and so forth across all ten billion Jambudvīpas of this Sahā [world].
