First, the function of the ocean-reflection wherein all phenomena abide permanently. Speaking of the 'ocean-reflection,' this is the innate enlightenment of tathatā. When delusions are exhausted and the mind is clear, the myriad phenomena appear all at once. It is like the great ocean raising waves because of the wind; if the wind ceases, the ocean water becomes clear and still, and no image fails to appear. The Awakening of Faith says: 'The treasury of immeasurable merits, the ocean of dharma-nature tathatā.' Therefore it is called the sāgaramudrā-samādhi. A sūtra says: 'All phenomena and the myriad images are sealed by a single dharma.' That 'single dharma' is what is called the One Mind. This mind subsumes all worldly and supramundane dharmas; it is the essence of the great universal-aspect teaching of the one dharma-realm. It is solely based on deluded thoughts that differences exist; if one is free of deluded thoughts, there is only the one tathatā. Therefore it is called the sāgaramudrā-samādhi. The Avataṃsaka Sūtra says: 'Manifesting the forms of boys or girls, / Devas, dragons, and asuras, / Even mahoragas and the like, / Causing them all to be seen according to their inclinations. / Sentient beings have distinct appearances; / Their karmic activities and voices are also immeasurable. / All such things are able to appear / Through the awesome spiritual power of the sāgaramudrā-samādhi.' Based on this meaning, it is called the sāgaramudrā-samādhi.
