謂一切眾生依真起妄，似有之法妄執依他，內外不實。故論云：「依他起自性，分別緣所生。」
This means that all sentient beings, relying on the real, give rise to the false, falsely clinging to seeming dharmas as other-dependent, inside and outside being unreal. Therefore the treatise says: 'The other-dependent intrinsic nature is produced by the conditions of conceptual discrimination.'
