Commentary: Now, because dependent arising is non-arising, only then does it obtain the name 'arising'; understanding the nature of birth-and-death is precisely non-arising. A treatise states: 'Causes do not arise of themselves, because they arise through conditions. Conditions do not arise of themselves, because they arise through causes.' However, arising and non-arising mutually accomplish and mutually supersede each other; when superseding, there is non-arising; when accomplishing, it is dependent arising. Because it is immediately accomplishing and immediately superseding, for this reason at the time of arising there is no arising. One who understands in this manner is called one who has realized non-arising.
