釋曰：此門重釋第二。第二俱遍，今不壞相有不遍義，遍即是通、不遍是局。文中與理非一故局、非異故通。即遠下，結遍即是通、住則是局。

The Explanation states: This gate re-explains the second [gate]. In the second, all pervade; now, without destroying characteristics, there is the meaning of not pervading: pervading is the universal, and not pervading is the restricted. In the text, because it is not identical with principle, it is restricted; because it is not different, it is universal. From 'being immediately far…' onward, it concludes that pervading is the universal, and abiding is the restricted.
