The great bodhimaṇḍa of the Dharmadhātu-Avataṃsaka / Manifests all at once without the slightest hair moving. The meaning is: 'pervasion' means phenomenal dharmas are empty in substance; 'restriction' means the phenomenal marks of accomplishment are not destroyed. Each phenomenal dharma does not hinder the other, hence it is called 'unobstructed'. Because they are not different from principle through the preceding two gates, they are only pervasive. Now, by adding the meaning of non-identity, the phenomenal substance of accomplishment is revealed, hence restriction is also included. Therefore the sūtra says: 'Following conditions, responding to receptivity, there is nowhere it does not reach'—this is the meaning of pervasion; 'Yet constantly abiding on this seat of awakening'—this is the meaning of restriction. Without moving a single position, it is pervasive in all positions. This explains the meaning of omnipresence in the second gate.
