In all the dust motes of the Lotus Treasury World, / Within each dust mote the dharmadhātu is seen. The meaning is: due to non-difference, the substance of a single dust mote is empty, fully capable of broadly containing boundless ocean-like realms, hence called 'broad'. Due to non-identity, it does not destroy the single dust mote, its minute, subtle form constituting the substance of a phenomenon, hence called 'narrow'. Breadth and narrowness mutually interfuse, hence called 'unobstructed'. The third gate was solely broad; this gate includes the meaning of narrowness, explaining the containment of the third.
