The "sea-seal" (sāgara-mudrā) is the name of a samādhi. Just as when the sea is calm and clear the myriad images all appear, so when the light of the mind and the light of samādhi [shine], there is nothing not seen. Just as a seal imprints on an object, the text and form both appear. The Bhadraśrī Chapter of the great sūtra says: "There may be kṣetras without a Buddha, and there one manifests the attainment of true awakening," and further says, "Sentient beings' bodily forms are each different, their actions, karmas, and voices are also boundless; all such things can be manifested through the majestic spiritual power of the sāgara-mudrā-samādhi." The outline says: The perfectly bright sea-seal is that upon which the great function of direct retribution relies.
