Guan's Explanation states: In the Hinayāna precepts there are receiving and abandoning; in the Mahāyāna precepts there is receiving but no abandoning; in the One Vehicle precepts there is neither receiving nor abandoning. That is, in the mature teaching, one instructs those who have turned their backs on the origin and pursued the branches, so that they know their own original enlightenment, the tathāgatagarbha; hence there is that which is received. Once original enlightenment has been attained, one is constantly self-enlightened; hence there is nothing to abandon. The precepts of the One Vehicle originally have neither receiving nor abandoning, being free from that which protects and that which is protected, taking the […] of the Buddha on the second ground as the precepts of the One Vehicle. Moreover, within the One Vehicle there are no ordinary beings, Hinayānists, or bodhisattvas; there are only complete, fully endowed buddhas. Among the ten good deeds, the first three are physical actions practiced in the Chapter on the Names [of the Tathāgata]; the next four are verbal actions practiced in the Chapter on the Four Truths; and the next three are mental actions practiced in the Chapter on the Awakening of Radiance. Such three karmic activities demonstrate that all phenomena of the dharmadhātu are the Buddha's three karmic activities. Now this body of mine is attained through the resonance of the Buddha's ten good deeds; therefore, originally there was never a time of delusion, and furthermore there is no Dharma to receive; extending throughout the limits of the three times it is ever naturally unmoving, and there is also no Dharma to abandon. Outside the body there is no realm, and outside the realm there is no body, freed from that which protects and that which is protected.
