The Great Record states: The ocean seal pervades both the realization and teaching aspects, hence it is explained in the teaching aspect. Moreover, these four lines constitute the fourth-tier ocean seal. Question: Since the fourth-tier ocean seal is internal to samādhi and the aspect of benefiting others is hidden, why is it matched with benefiting others? Answer: The fourth tier fully contains both the shared and distinct teachings. If discussed directly in terms of the single path of the vermilion seal, there is no distinction, so it is the distinct teaching. If spoken in terms of curves and bends, it is distinction, which is the meaning of conforming to capacities within the shared teaching. Therefore, because it is the vermilion seal bending to conform to capacities, it is called the 'wish-fulfilling teaching'. Therefore, what was previously said about 'relying on principle and basing on teaching': in terms of the third tier, it is the non-abiding principle and the non-abiding teaching; in terms of the fourth tier, it is the non-abiding principle and the wish-fulfilling teaching. In terms of the four lines of this fourth tier, if they are further correlated with the fivefold ocean seal: the first two lines correspond respectively to the first two ocean seals, the next ten lines to the third ocean seal, and the next one line to the latter two ocean seals. This is because the subsequent text explains this ocean seal saying, 'Ultimately pure, serenely clear and bright, the three kinds of realms manifest within it,' and so forth. The Upādhyāya's intent is that the ocean seal here does not solely correspond exclusively to the fourth tier, which is why it is further correlated here. The first line is the ocean seal of separation from images; the second line is the ocean seal of manifesting images, hence it says 'copiously bringing forth the wish-fulfilling', and so on. The next line is the third tier: the transforming Buddha rains the treasure of the ten universal dharmas to benefit the capacities of Samantabhadra. The subsequent line is in the fourth tier: the vermilion seal of the wish-fulfilling teaching bends according to capacities, hence it says 'sentient beings according to capacity'. In the fifth tier, words and teachings are generated to cause capacities to have faith, understanding, practice, and realization, hence it says 'obtain benefit'. Yet if explained in terms of the primary meaning of the fourth tier: the 'Capable Sage' is the transforming Buddha. The 'ocean seal' is the pure treasury samādhi. 'Copiously bringing forth the wish-fulfilling' is the vermilion seal of the wish-fulfilling teaching manifesting in response to capacities. 'Raining treasures to benefit beings, filling empty space' is raining the ten universal dharmas, responding wholly and completely to those directly intended—meaning the single path of the vermilion seal manifests completely. 'Sentient beings obtain benefit according to their capacity' is responding part by part to those indirectly, gradually, and remotely intended—meaning according to their suitability of capacity, causing each to obtain benefit, just as a large angle makes a large curve and a small angle makes a small curve, bending according to the character.
