1.98

心輪鈔云：問：始成正覺佛心，何故名海印耶？答：以一海字印三世間離分別三合為一佛明白之心，名曰海印。於中無普賢、文殊等九會助化，亦無九會處所。故經偈云「一切諸如來，無有說佛法」也。欲向機緣說，自所證之法（云云），故經偈云「隨其所應化，而為演說法。」然說法有五：佛說、菩薩說、剎說、眾生說、三世一切說。

The Commentary on the Mind Wheel states: Question: Why is the Buddha's mind upon first attaining correct awakening called the 'ocean seal'? Answer: Using the single character 'ocean' to seal the three realms, free from conceptual distinction, combining the three into the single clear and bright mind of the Buddha, it is called the 'ocean seal'. Within it, there are no nine assemblies of Samantabhadra, Mañjuśrī, and others assisting the transformation, nor are there locations of the nine assemblies. Therefore a sūtra gāthā says: 'All Tathāgatas / do not preach Buddha-dharma.' Desiring to preach the dharma of his own realization to conditions and capacities (and so forth), therefore a sūtra gāthā says: 'According to those whom they should transform, / they expound the Dharma for them.' However, there are five kinds of preaching the Dharma: preaching by Buddhas, preaching by bodhisattvas, preaching by lands, preaching by sentient beings, and preaching by everything in the three times.
