初、制意。《鈔》云：「物雖輕小，所為極大。出家慈濟，厥意在此。今上品高行，尚飲用蟲水，況諸不肖，焉可言哉？」《四分》：「不得無漉袋行半由旬（二十里也）。無者，僧伽梨角漉。」

First, the intention of its prescription. The Shichao says: "Although the object is slight and small, that which it accomplishes is extremely great. The compassionate rescue of the renunciant has its intention right here. Nowadays, even those of the highest grade and noble practice still drink and use water with living creatures; how much more so for the unworthy—how can words describe it?" The Dharmaguptaka-vinaya: "One must not travel half a yojana (twenty li) without a water-filtering bag. If one lacks it, one strains with a corner of the saṅghāṭī."
