Second, the method of straining. The Sarvāstivāda says: "When wishing to make a dwelling, first inspect whether there are living creatures in the water. If there are, dig another well. If there are still creatures, abandon it and leave. In all cases where the method of using water requires it to be pure, strain it according to the Dharma and place it in a vessel, sufficient for one day's use, having someone who maintains the precepts inspect it thoroughly. When straining is finished, place it in a clean vessel and gaze at it carefully toward the sun. If creatures still exist, proceed as said before." (That is, dig another well or abandon it and leave.) However, in the realms of water, land, and sky, there is nowhere that is not a dwelling place for sentient beings. In the Vinaya, one discusses holding and breaking [precepts] merely based on what is captured by the water strainer and seen with the fleshy eye.
