答：以最初當名耳。又因緣事相，初觀為便。若言生滅者，即別後三。例有通別，而從別受名耳。

Answer: It is simply because it bears the name initially. Moreover, regarding the phenomenal marks of causal conditions, the first contemplation is convenient. If one speaks of arising and cessation, this differentiates it from the latter three. Analogously there are general and specific aspects, but it takes its name from the specific.
