As for the last phrase, it refers to all those persons who commit evil deeds and also do not cultivate calming and contemplation. Because they do not cultivate calming and contemplation, they do not attain the Way; their faculties being dull, even if explained a thousand times, they remain completely benighted without understanding. Creating numerous offenses and evils, their obstacles and hindrances are manifold, like a leper whose body is numb, so that needles piercing to the bone leave him unaware and unfeeling; they merely wrap themselves in various unwholesome deeds.
