答：實爾。如世遊軍虞候，但覘非防惡，責主切物所不能遮。業來責報準此可解。

Answer: It is indeed so. Just like patrol troops and scouting officers in the worldly realm, they merely watch for offenses and guard against evils; they cannot ward off a creditor who urgently demands property. That karma comes to demand retribution may be understood in accordance with this.
