9.65

答曰：一切凡夫未見道時，各貴所行，或言持戒為重，或言多聞為重，或言十二頭陀為重，或言禪定為重。如是各各所行為貴，更不復勤求涅槃。佛言：「是諸功德皆是趣涅槃道分，若觀諸法無常，是為真涅槃道。」如是種種因緣故，諸法雖空，而說是無常想。

Answer: When ordinary beings have not yet seen the path, each values his own practice; some say holding the precepts is paramount, some say erudition is paramount, some say the twelve dhūtas are paramount, and some say dhyāna-concentration is paramount. In this way, each values his own practice and no longer diligently seeks nirvāṇa. The Buddha said: "These merits are all factors inclining toward the path of nirvāṇa; if one contemplates dharmas as impermanent, this is the true path of nirvāṇa." Because of such various causes and conditions, although dharmas are empty, this notion of impermanence is taught.
