二、若了下，明心法攝成之要。言非遙者，一念三千總攝故非遙，一心三觀易成故非遙。

Second, from "if one understands" onward, clarifying the essentials of mental dharmas gathering and accomplishing. That it is said 'not distant': because a single thought-moment's three thousand realms universally gathers them, it is not distant; because the three contemplations in a single mind are easy to accomplish, it is not distant.
