京師三藏雖弘，皆一途偏顯，兼之者寡。朕聞瓦官濟濟，深用慰懷，宜停訓物，豈遑獨善。一二曹義達口，具得朕意也。四月一日臣景歷。

"Although the Tripiṭaka is widely propagated in the capital, it is all onesidedly expounded along a single track, and few combine them. We have heard that Waguan Monastery is flourishing and orderly, which brings deep comfort to Our heart. You ought to remain and instruct beings; how could you have leisure to cultivate only yourself? The details have been conveyed orally by Cao Yida, fully expressing Our intention. First day of the fourth month. Your servant, [Lu] Jingli."
