Answer: Only when the three truths are all empty is it called 'ultimate,' and all dharmas are completely within it. For instance, the emptiness of the true truth inherently includes the dharmas of the two vehicles' realms; the emptiness of the conventional truth inherently includes the dharmas of the bodhisattva realm; the middle way's double negation empties the two extremes and inherently includes the dharmas of the Buddha realm; the middle way's double illumination empties the Buddha realm and inherently includes the dharmas of the nine realms. They are neither before nor after, neither one nor three. When the three truths are suddenly obliterated, the fine dust ceases; when the hundred realms are completely fulfilled, all dharmas are clearly apparent. Therefore we know that when the three thousand are all empty, they have never not been included; when the three thousand are all provisional, they have never not been empty. This is spoken of only by our school; no others can reach it.
