1.29

法尚無一，云何有四。乃如來利他妙智，因眾生病而設藥也。見思病重，為說三藏教；見思病輕，為說通教；無明病重，為說別教；無明病輕，為說圓教。

Dharmas are fundamentally not even one; how could there be four? They are merely the Tathāgata's wondrous wisdom for benefiting others, establishing medicines according to the illnesses of sentient beings. When the illness of delusions of view and thought is severe, he teaches the Tripiṭaka teaching; when the illness of delusions of view and thought is mild, he teaches the shared teaching; when the illness of avidyā is severe, he teaches the distinct teaching; when the illness of avidyā is mild, he teaches the complete teaching.
