Question: "Why is it that all buddhas do not attain the ocean of perfect and all-complete fruitions?" Answer: "Because the ocean of perfect and all-complete fruitions is a dharma fundamentally achieved in its original nature, signifying that it is not something attained by all buddhas through cultivating causes and severing hindrances. Moreover, it signifies that it transcends cause and fruition far beyond; hence it is said that all buddhas do not attain it and seek it themselves. Considered according to reality, all buddhas know and attain it. Therefore Xianshou said: 'The ocean of fruition of natural virtues is precisely the realm of the ten directions.'" Question: "If the Six-Syllable Great Vidyā and the Cundī dhāraṇī-mantra are precisely the ocean of perfect and all-complete fruitions and precisely the realm of the ten buddhas, how can ordinary beings uphold and recite them?" Answer: "It is explained in the esoteric teaching that through the inconceivable power of mantras, an ordinary being's three actions are made identical to the Tathāgata's three actions, and thus they are able to uphold and recite them. Furthermore, as for the dhāraṇī-mantras of the esoteric school, in terms of what is known and understood, they are exclusively the realm of all buddhas. Even though ordinary beings at the causal stage lack this knowledge and understanding, if they simply uphold and recite them, they will naturally eradicate hindrances, accomplish virtues, transcend the ordinary, and enter sageliness. This principle is something that startles worldly ears and surpasses ordinary sentiments; having rarely been heard by people, it is difficult for mediocre sorts to believe. Let the broadly learned and superiorly wise examine it in detail and adopt or set aside the above three meanings as they see fit. The ten gateways set forth above briefly describe the esoteric section entirely relying on the canonical scriptures; it is not something that the foolishly ignorant can know of the esoteric purport. Therefore the Commentary on the Mahāvairocana Sūtra says: 'Only Vajrapāṇi can fathom its profundity; only the Lotus-Eyed can peer into its mysteries.'"
