1.62

又言證生增上緣者，問曰：今既言彌陀四十八願攝一切眾生得生淨土者，未知攝何等眾生得生？又是何人保證得生也？答曰：即如《觀經》說云，佛告韋提：「汝今知不？阿彌陀佛去此不遠，汝當計念諦觀彼國淨業成者，亦令未來世一切凡夫得生西方極樂國土。」今以此經證，但是佛滅後凡夫，乘佛願力定得往生。即是證生增上緣。

Regarding what is called the adhipati-pratyaya of certifying rebirth: It is asked: "Now that it is said that Amitābha's forty-eight vows embrace all sentient beings to attain rebirth in the Pure Land, it is not known what kind of sentient beings are embraced to attain rebirth, and who it is that guarantees and certifies that they attain rebirth?" The answer is: It is just as spoken in the Guan jing, where the Buddha addressed Vaidehī: "Do you not know now? Amitābha Buddha is not far from here; you should fix your thoughts and clearly contemplate that land, where pure karmic [attainments] are fulfilled, and also cause all pṛthagjanas of future ages to attain rebirth in the western land of Sukhāvatī." Now taking this sūtra as proof, as long as they are pṛthagjanas after the Buddha's demise who mount the power of the Buddha's vows, they are certain to attain rebirth. This is the adhipati-pratyaya of certifying rebirth.
