問曰：如《華嚴經》說「諸佛平等，皆具一切行滿、本願滿，方成正覺，號兩足尊。」今《藥師經》唯說藥師瑠璃光佛本行菩薩道時發十二大願，《無量壽經》及《悲華經》等說阿彌陀佛初發菩提心及修菩薩行發四十八願，與《華嚴經》文不同，有何意也？

Question: The Avataṃsaka Sūtra states: 'All Buddhas are equal; only when they possess the fulfillment of all practices and the fulfillment of original vows do they achieve correct awakening and receive the title "Doubly Honored One".' Now the Bhaiṣajyaguru Sūtra states only that Bhaiṣajyaguru-vaiḍūryaprabha Buddha made twelve great vows when originally practicing the bodhisattva path, while the Sukhāvatīvyūha Sūtra, the Karuṇāpuṇḍarīka Sūtra, and so forth state that Amitābha Buddha made forty-eight vows when first generating the bodhicitta and practicing the bodhisattva path. These differ from the text of the Avataṃsaka Sūtra; what is the meaning of this?
