The explanation says: Among the three sufferings there is only one suffering; within the eight sufferings there is also only one suffering. Since of the three, two are absent, and of the eight, seven are lacking, even though one remains, it is not called having suffering. As the Nirvāṇa Sūtra says: "Just as a river with little water is also called having no water, and food with little salt is also called having no salt." And as the Abhidharma states: "A single drop of the great ocean or a single speck of dust of Mount Sumeru cannot be spoken of as having a mountain or an ocean." Now this is likewise so: even if there is slight suffering, it does not prevent it from being named "Utmost Bliss." Furthermore, the agitation and unease pressing upon body and mind is called distress and suffering; that land lacks both, and so it is called "Utmost Bliss."
