答曰：此是經判，非關人也。又若是三界攝者，未斷三界惑眾生即得生。若出三界者，凡夫學人此則絕分也，不可將在三界中眾生皆具足煩惱，令生三界外報土中也。由在三界，故往生則易；仍無上心欲，故畢竟不退。

Answer: This is the sūtra's judgment; it does not concern personal opinion. Furthermore, if it is subsumed under the three realms, sentient beings who have not severed the delusions of the three realms can attain rebirth. If it transcended the three realms, ordinary beings and learners would be completely excluded; one cannot take sentient beings within the three realms who are fully endowed with afflictions and cause them to be born into a saṃbhoga land outside the three realms. Because it is within the three realms, rebirth is easy; and because it lacks active desire, they are ultimately non-retrogressing.
