This sūtra is a different translation of the same original as the Maitreyaparipṛcchā. When it says they cannot be generated by "foolish worldlings, unwholesome men endowed with afflictions": "worldlings" refers to icchantikas devoid of [Buddha-]nature; "foolish" refers to those of the two-vehicle nature inclined toward quiescence; and those who slander the true Dharma, commit the five heinous crimes, and so forth are called "unwholesome men endowed with afflictions." Excluding these, if other people accomplish one single mind and attain rebirth in that land, it is certainly possible. Therefore, one should know that when Maitreya's discourse says the ten recitations are not the mindfulness of worldly people, it does not mean they are the ten recitations cultivated only on the bhūmis. If that were not so, how could bodhisattvas prior to the bhūmis lack loving-kindness and compassion, and how could they fail to be reborn there? As for cultivating the sixteen contemplations in the Contemplation Sūtra to be reborn in that land, it is extensively as explained there regarding the practices of the nine grades, which will be expounded in the next section.
