答。第七隨所繫。常緣當界第八識也。今助一解。第七常內緣一境。即無率爾。第八外緣多境。而有率爾。無分別故。即無尋求。

Now to assist with another explanation: the seventh constantly conditions a single object internally, so it lacks spontaneity; the eighth externally conditions multiple objects, so it has spontaneity. Because it lacks conceptual discrimination, it lacks seeking.
