答。護法云。三塗內總無分別。而不發業。如猿猴之類。所有煩惱。皆是強盛俱生。而非分別。設造業者。但是別報。若有分別造總報者。即永無出期。

Answer: Dharmapāla said: 'Within the three wretched paths, there is altogether no discrimination, nor do they initiate [new universal] karma. In kinds like apes and monkeys, all kleśas are intensely innate, not discriminated. Even if they create karma, it is only individual retribution; if there were discrimination that created universal retribution, there would never be a time of release.'
