The Mahāvaipulyasūtrarājasūtra says: 'At that time, the World-Honoured One said to King Bimbisāra: "When the active consciousness ceases, the initial consciousness arises next, whether taking birth among the devas, among humans, in the hells, among animals, or among hungry ghosts. Great King, because the initial consciousness is uninterrupted and one's own mind continues in succession, one is born in the place where retribution is to be received. Great King, observe all arising and ceasing: is there any single dharma that passes from this world to the future world? Great King, when this active consciousness comes to an end, it is called ceasing; when the initial consciousness arises, it is called arising. Great King, when the active consciousness ceases, it goes nowhere; when the initial consciousness arises, it comes from nowhere. Why is this? Because the nature of consciousness is transcendent. Great King, active consciousness is empty of active consciousness; at the time of cessation, the ceasing karma is empty. Initial consciousness is empty of initial consciousness; at the time of arising, the arising karma is empty. Observing all karmic fruits, they are nonetheless not lost or destroyed. Great King, you should know that because the citta of the initial consciousness continues without interruption, one receives the karmic retribution."'
