Answer: "Sanctuaries are of two kinds: first, the sanctuary of principle; second, the sanctuary of phenomena. As for the sanctuary of principle, it pervades every land and dust mote; as for the sanctuary of phenomena, it is a pure ground adorned and decorated. Yet, through phenomena principle is revealed, and relying on principle phenomena are accomplished. Phenomena emptily grasp principle, so there are no phenomena without principle; principle truly responds to conditions, so there is no principle that obstructs phenomena. Therefore, clarifying principle through phenomena must rely on adornment; entering the ultimate from the conventional relies entirely on establishment, serving as the foundation of taking refuge and veneration, and acting as the gateway for inspiration and encouragement, so that beholding the signs adorns the mind, benefiting both oneself and others."
