切見。飛蝗蔽天。惟凶荒之可慮。遺孽入地。恐滋蔓之難圖。匪假神功之驅除。雖極人力而罔措。由是謹發誠心。啟建遣蝗道場。每日命僧。諷誦經呪。仰扣諸聖。所冀驅遣蟲蝗速賜消殄。伏願滌之風雨。掃種類以無遺。投之江河。隨業感而自化。民安其業物遂其生。

We see that flying locusts obscure the sky, causing famine to be feared; their lingering broods enter the ground, and we worry that their spreading will be difficult to manage. Without relying on divine power to drive them away, human effort, though exerted to the utmost, is helpless. Therefore, we respectfully generate a sincere mind, establish a ritual arena to dispel locusts, and daily instruct monks to chant sūtras and mantras, reverently beseeching the holy ones. We hope that the driving away of locusts will swiftly be granted their eradication. We humbly pray that wind and rain cleanse them, sweeping away their kind without residue, casting them into rivers and seas to transform naturally according to karmic responses, so that the people may rest secure in their work and creatures fulfill their lives.
