The utensils in the dormitory rooms are not easy for the permanent property to procure. Officers often treat [the dormitories] like traveler's inns. When it comes time to advance or retire, their fellow-townsmen pack things up and take them away, sweeping them entirely clean, leaving those newly entering the dormitory completely at a loss. Inevitably they prepare lists and go to the monastery storehouse to make demands, but do not receive them; because of this, there is discord between high and low. If this were complied with, it would be a heavy expense to the permanent property. The monastery storehouse should establish a master register clearly detailing the utensils of every dormitory, endorsed by the abbot and the administrators. In addition, separate small registers should be established and delivered to each dormitory, the two checking against each other. Successive handovers between new and former occupants should follow this: damaged items shall be repaired by the public community, and missing items shall be compensated for by the dormitory itself. A few days before advancing or retiring, the assistant prior shall take a postulant, carry the registers to each dormitory, and check and verify them clearly in advance. The responsibility lies with the dormitory's servants and staff; nothing may be lost. Those who violate this shall make compensation. If there are any additions to the numbers, they shall immediately be entered into the register together, so that they may be examined and verified.
