Third, regarding the Secret Teaching: The Tathāgata possesses the supreme sovereignty over phenomena. Whether in terms of wisdom, capacities, time, or place, the three mysteries and four gates are completely free from hindrance and obstruction. (Wisdom refers to the Great Sage's expedient stratagems; capacities refers to differences in sequence. He chooses neither time nor place; the mysteries of body, speech, and mind, following any of the four gates, are unimpededly sovereign, fitting the moment and according with the occasion.) At this seat he expounds the Sudden, while throughout the ten directions he expounds the Gradual and the Indeterminate; throughout the ten directions he expounds the Sudden, while at this seat he expounds the Gradual and the Indeterminate. Those at this seat do not hear [what is taught in] the ten directions, and those in the ten directions do not hear [what is taught at] this seat. (This is the mutual contrast between the ten directions and this seat.) Or both are sudden, both are gradual, or both are indeterminate. (Relying on the meaning of the Qian commentary, the three instances of "both" are added; this should also be taken as the mutual contrast between the ten directions and this seat.) Neither knows of the other: to these it is manifest, while to those it is secret. (This means that people do not see one another, do not hear the Dharma together, are mutually unaware of each other, and their attainment of benefit is indeterminate.) This is considered in terms of the mutual contrast between this seat and the ten directions. (Section division of the Qian.) Or for one person he expounds the Sudden, while for many people he expounds the Gradual and Indeterminate; or for one person he expounds the Gradual, while for many people he expounds the Sudden; or both are gradual, both are sudden, or both are indeterminate. (As with the previous meaning, adding the three instances of "both".) Neither knows of the other, each being secretly manifest to the other. (This means that people see one another, hear the Dharma together, but are mutually unaware, and their attainment of benefit is indeterminate.) This is considered in terms of the mutual contrast between one person and many people. (Section division of the Qian. The Qian says: 'Since it is so for one direction, it is likewise for all ten directions.') Or at one seat there is silence while throughout the ten directions there is expounding; throughout the ten directions there is silence while at one seat there is expounding; or both are silent, or both are expounding; neither knows of the other, each being secretly manifest to the other. This is considered in terms of the mutual contrast between expounding and silence between this seat and the ten directions. (Section division of the Qian; the above are all from Miaoxuan and the Shiqian.) For now, let us draw on three dharmas to illustrate these aspects.
