When Indra ascends his seat, sixteen heavenly kings on the left and right sit with him. There are two princes who are the two great generals; they sit to the left and right of the heavenly kings. Heavenly King Dhṛtarāṣṭra, together with his great ministers, forces, and reverent devas, sits by the eastern gate. Heavenly King Virūḍhaka sits by the southern gate. Heavenly King Virūpākṣa sits by the western gate. Heavenly King Vaiśravaṇa sits by the northern gate. These Four Heavenly Kings report the good and evil deeds of the world to Indra and the heavenly kings. On the eighth day of the month, the ministers of the Four Kings travel throughout the world; on the fourteenth day, the princes of the Four Kings travel; on the fifteenth day, the Four Kings travel in person to observe good and evil. If there are not many people receiving the precepts and giving alms, Indra hears the report and laments with worry, saying: 'The hosts of heaven are diminishing, and the asuras are multiplying daily.' (Abhidharma treatises)

○ When originally a human, he gave food, drink, lamps, and wealth, hence he is named Śakra Devānām Indra (translated here as 'Lord Able of Gods'). When originally a human, his clan name was Kauśika, hence he is called Kauśika. Because Śacī was his first queen, he is named Śacīpati. Because during a single sitting he contemplates a thousand meanings, he is named Thousand-Eyed. Because he is lord over the thirty-three heavens, he is named Indra. (Madhyama-āgama. ○ Originally he has a thousand names; the translations are incomplete.)
Indra possesses the power of the vajra-sceptre. (Mahāmāyūrī-vidyārājñī-sūtra)
○ When born in the Thirty-Three Heavens, a flower appears in the hands of a heavenly maiden. Knowing of herself that she has a child, she hands it to her husband. After seven days, he becomes an adult deva, thoroughly familiar with heavenly norms. Walking through the palaces, he sees masterless heavenly maidens, who come and say: 'Noble son, welcome! This is your palace. I have no master, and now make offerings to you.' (Viyakṣa-ṛṣi-sūtra / Piyaxianren jing)
When devas are first born, they are like twelve-year-old children, appearing suddenly where their parents give birth, either on their two knees or two thighs. Precious vessels at once hold heavenly sudhā flavor and heavenly wine, which are white, red, or black depending on their merit—superior, middling, or inferior. Once they have finished drinking and eating, their bodily stature equals that of the older males and females. (Lokasthiti-sūtra / Qishi yinben jing)
Merely cultivating the superior grade of the ten good deeds leads to rebirth in the Trāyastriṃśa Heaven. (Sijiao yi).
