綏和元年。劉向說上宜興辟雍。設庠序陳禮樂。以風化天下。帝下公卿議。會向病卒。

In the first year of Suihe, Liu Xiang persuaded the Emperor that he ought to establish the Biyong Academy, institute schools, and display rites and music in order to transform the realm through cultural influence. The Emperor submitted this to the high ministers for deliberation, but it coincided with Xiang's death from illness.
